花旗銀行的個人銀行業務將逐步淡出中國市場
2025年8月27日,中國銀聯正式發布公告,宣布已終止花旗銀行(中國)有限公司的成員資格。這一消息,標誌著花旗中國個人銀行業務退出進程的又一重要節點。事實上,早在2021年4月,花旗集團就已經公開了其對全球個人銀行業務進行重組的計畫,明確表示將逐步退出包括中國大陸在內的14個市場的零售金融業務。這一決策源自花旗集團希望專注於企業與機構業務的全球戰略調整,而對個人零售市場的投入則逐步減少。
根據花旗方面的規劃,退出中國市場的過程將是循序漸進的,並且會根據不同產品與個別業務情況設定不同的時間表,因此全面終止服務需要數年才能完成。在這個過程中,花旗中國的個人銀行業務,包括信用卡、住房按揭貸款、個人信貸、存款業務、投資理財、保險產品以及外匯交易,將陸續關閉。對於廣大中國內地客戶而言,這意味著曾經在本地具有一定影響力的花旗零售金融服務,將徹底退出市場。
以信用卡業務為例,早在2024年初,花旗中國就曾經針對信用卡用戶發布《有關花旗在中國內地個人銀行信用卡業務的重要通知》。該通知指出,自2024年5月6日起,花旗中國發行的個人信用卡將全面停止交易功能,屆時卡片將無法再用於消費支付,也無法繼續享受過去隨卡提供的各類產品權益與服務。隨後,相關配套服務也逐步終止。
花旗在中國市場曾經以其國際化的服務模式和專業的金融產品受到部分高端客戶群體的青睞。然而,隨著全球戰略轉向,個人銀行業務逐步淡出中國市場,讓不少客戶感到惋惜。中國銀聯此次公告的發布,則被視為花旗中國零售銀行退出進程的重要官方信號。隨著花旗中國的逐步退場,中國的零售金融市場格局勢必將迎來新一輪的調整,國內其他銀行和新型金融機構也將進一步填補花旗退出所留下的市場空間。
On August 27, 2025, China UnionPay officially announced that it had terminated the membership of Citibank (China) Co., Ltd. This marked another significant step in Citibank China’s gradual withdrawal from its personal banking business. In fact, as early as April 2021, Citigroup had already revealed its plan to restructure its global consumer banking business, making it clear that it would gradually exit the retail banking markets in 14 regions worldwide, including mainland China. The decision reflected Citigroup’s global strategic shift to focus on corporate and institutional banking, while scaling down its involvement in personal retail banking.
According to Citibank’s roadmap, the withdrawal from the Chinese market would be implemented step by step, with specific timelines varying depending on the type of product and business involved, meaning that a full exit could take several years. During this process, Citibank China’s personal banking services—including credit cards, mortgage loans, personal loans, deposit accounts, investment and wealth management, insurance, and foreign exchange—would all be phased out. For many customers in mainland China, this signaled the complete retreat of a once internationally renowned retail banking brand from the domestic financial services market.
Taking credit cards as an example, as early as January 2024, Citibank China issued an “Important Notice Regarding Citibank’s Consumer Banking Credit Card Business in Mainland China.” The notice stated that, starting from May 6, 2024, all personal credit cards issued by Citibank China would cease to function for transactions. Customers could no longer use these cards for purchases or enjoy any of the related benefits and services that were once offered. Subsequently, all supporting services tied to these cards were gradually terminated.
Citibank had once been favored in China by a segment of high-end clients, largely due to its international service model and comprehensive financial products. However, with its global strategic shift, its retail banking services have steadily faded from the Chinese market, leaving many clients with a sense of regret. The announcement by China UnionPay is now regarded as a significant official signal confirming Citibank China’s retreat from retail banking. As Citibank continues to wind down its operations, China’s retail banking landscape is expected to undergo a new wave of adjustments, with domestic banks and emerging financial institutions stepping in to fill the market gap left by Citibank’s exit.
