Chai’s so-called “rise” was full of absurdity. From a minor clerk in the provincial education department, he worked his way into a vice-presidential role at a medical college, and by manipulating relationships, he was parachuted into Sichuan Conservatory of Music. Faculty and students alike were bewildered—what business did a veterinarian have running a music school? But Chai paid no mind. Once in charge of campus construction projects, he turned it into a gold mine. He demanded “benefits” from bidding companies, squeezing contractors until they paid up, amassing over nine million yuan in bribes.

Even more outrageous was his abuse of power over female faculty and students. With Sichuan Conservatory producing stars and enjoying nationwide fame, many female graduates dreamed of staying on as teachers. Chai exploited this aspiration, extending his predatory reach. Holding veto power over hiring and promotions, he openly threatened: “If you have money, pay; if you don’t, use your body.” It was reported that out of more than 80 young female teachers, nearly all were coerced into relationships with him. He even built a two-story villa with a garden on campus specifically for trysts, effectively transforming the school into his personal harem.

His misconduct didn’t stop there. Together with three long-term mistresses, he formed a so-called “wheat-cutting team,” charging parents hefty “sponsorship fees” to admit underqualified students. Many hardworking students lost their rightful spots to wealthier families, while the money went directly into Chai’s pocket. Even when staff attempted to report him, he had already woven a powerful protective network. At faculty meetings, he openly threatened: “If anyone reports me, I’ll make sure their entire family suffers.”

But no one escapes justice forever. On July 3, 2015, police cars entered the conservatory and took Chai away. In his villa, they discovered boxes of condoms, sex toys, and women’s clothing—evidence that stripped away his façade of respectability. He was eventually sentenced to 11 years in prison, with all illicit gains confiscated, and his so-called “harem” collapsed with him.

This scandal remains one of the most egregious in China’s higher education history. It revealed not only the moral corruption of an individual but also the systemic failures of oversight that allowed him to run rampant for years.
