Since 2015, Chen Haoyang from Macau has repeatedly killed stray cats in both Macau and Taiwan. This behavior ultimately led to his expulsion from National Taiwan University. Unsuccessful in his appeal, he had no choice but to return to Macau to settle.

As of April 11, 2017, Taiwan has passed amendments to the Animal Protection Act, imposing stricter penalties on those who abuse animals. For severe cases, individuals can be sentenced to up to two years in prison or detention, with a maximum fine of 2 million New Taiwan Dollars. The amended law also explicitly prohibits the consumption of cat or dog meat, and violators face a fine of 250,000 New Taiwan Dollars. It is noteworthy that Hong Kong has also legislated to prohibit the consumption of dog and cat meat.
