On November 23, 2025, Ukraine launched a drone attack on the Shatura thermal power plant in Moscow Oblast, Russia, located approximately 120 kilometers from the Kremlin. The attack sparked a fire and caused heating disruptions for tens of thousands of local residents, marking a significant incident targeting energy infrastructure in the ongoing Russia-Ukraine conflict.

During the attack, some Ukrainian drones were intercepted and shot down by Russian air defense systems, but several drones crashed and caused a fire, damaging three transformers. The Mayor of Moscow reported that three drones heading toward the city were successfully shot down. The Russian Ministry of Defense further stated that a total of 75 Ukrainian drones were intercepted that day, with 36 intercepted over the Black Sea.

The fire resulted in heating disruptions for about 33,000 residents in the Shatura area. Emergency authorities promptly activated backup power and mobile heating systems, and residents’ electricity supply was not affected. At the time of the incident, temperatures were near freezing. Firefighters and emergency services quickly controlled the blaze and continued operations to minimize the impact on local residents.

This attack occurred as the Russia-Ukraine conflict enters its fourth year, during which both sides have continued to target each other’s energy infrastructure. Recently, Russia has intensified strikes on Ukraine’s electricity and heating facilities, while Ukraine has shifted its focus toward Russian refineries, oil depots, and other energy targets. The Shatura thermal power plant attack represents one of Ukraine’s largest actions against Russian energy infrastructure to date, highlighting the ongoing contest and escalation on the energy front between the two countries.
