The directive was unequivocal, stating that the freeze applies to all types of forms and all types of decisions—whether approval, denial, or requests for additional evidence. It also includes the suspension of all naturalization oath ceremonies. In effect, applicants from these countries now face a complete standstill in their immigration processes, with no ability to move forward in any legal procedure.

All 19 affected countries come from the travel-restriction list established by the Trump administration through a presidential proclamation issued in June. Among them, 12 countries are subject to a full entry ban: Afghanistan, Myanmar, Chad, the Republic of the Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan, and Yemen. The remaining seven countries are under partial restrictions: Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan, and Venezuela. Although not fully banned from entering the U.S., citizens of these countries are still subject to the current processing freeze, meaning their immigration applications cannot advance for the time being.

At the same time, the Trump administration is contemplating an expansion of the travel ban, potentially extending it to around 30 countries. While the final list has not yet been confirmed, officials have acknowledged the possibility of adopting even stricter measures in the future. This indicates that the U.S. government is significantly tightening its immigration and travel-security screening, with more countries likely to be affected in the coming months.
