美國聯邦通信委員會可能禁止中國三大電信公司接入美國網路
美國聯邦通信委員會(FCC)於當地時間本週一發出聲明,表示可能禁止中國三大電信公司接入美國網路。根據報導,FCC已向中國移動、中國電信及中國聯通發出命令,要求三家公司解決在該機構反機器人電話騷擾數據庫中的認證問題,並對其在數據庫中的存在表示關切。如果FCC最終決定將這三家中國電信公司從數據庫中移除,則所有在美國處理電話的中間運營商及語音服務提供商將必須停止直接接聽來自這些公司的電話。
FCC強調,出於國家安全考量,如果這些中國運營商無法提供令人信服的證據,證明其在數據庫中的存在“不會對國家安全構成威脅且符合公共利益”,則FCC可能會正式將它們移除。該機構已給予三家公司兩週時間作出回應。值得注意的是,FCC此前已禁止這三家中國電信公司在美國運營。早在2019年,FCC以國家安全風險為由,拒絕中國移動在美國提供電信服務的申請;隨後,FCC又分別在2021年與2022年撤銷中國聯通、太平洋網絡及其全資子公司ComNet,以及中國電信美洲公司的美國運營許可。
今年3月,FCC曾表示正在調查一份涉嫌引發國家安全擔憂的中國公司名單,其中包括中國聯通、華為、中興通訊以及太平洋網絡/康尼特公司。今年10月15日,FCC再度宣布,出於國家安全理由,將撤銷香港領先電信運營商——電訊盈科(PCCW)旗下子公司香港電訊(HKT)在美國的運營資格。此外,FCC不久前還對中國政府擁有或控制的測試實驗室採取行動,撤銷其認證資格的認可。
這一系列措施顯示,美國正持續加強對中國電信企業在美國市場的限制,旨在防範可能涉及國家安全的風險。若三大中國電信公司最終被FCC正式移除,其在美國的業務和通信鏈路將受到直接影響,同時也可能對中美之間的科技與通訊領域交流帶來更深遠的衝擊。
The United States Federal Communications Commission (FCC) announced on Monday that it may prohibit China’s three major telecom companies from accessing U.S. networks. According to reports, the FCC has issued orders to China Mobile, China Telecom, and China Unicom, requiring them to resolve authentication issues in the agency’s anti-robocall database and address concerns about their presence in the system. If the FCC ultimately removes these Chinese telecom companies from the database, all intermediary operators and voice service providers handling calls in the U.S. would be required to stop directly accepting calls from these companies.
The FCC warned that, for national security reasons, if these Chinese operators fail to provide convincing evidence that their presence in the database “does not pose a threat to national security and is in the public interest,” the agency could formally remove them. The three companies have been given a two-week period to respond. It is important to note that the FCC had previously prohibited these three Chinese telecom companies from operating in the U.S. In 2019, the FCC denied China Mobile’s application to provide telecommunications services in the U.S. due to national security concerns. Subsequently, in 2021 and 2022, the FCC revoked U.S. operating licenses for China Unicom, Pacific Networks and its wholly owned subsidiary ComNet, as well as China Telecom Americas.
In March of this year, the FCC indicated that it was investigating a list of Chinese companies suspected of raising national security concerns, including China Unicom, Huawei, ZTE, and Pacific Networks/ComNet. On October 15, the FCC announced that, for national security reasons, it would revoke the U.S. operating authorization of HKT, a subsidiary of Hong Kong’s leading telecom operator PCCW. Additionally, the FCC recently took action to revoke the accreditation of test laboratories owned or controlled by the Chinese government.
This series of measures demonstrates the United States’ continued tightening of restrictions on Chinese telecom companies in the American market, aiming to mitigate potential national security risks. If the three major Chinese telecom companies are ultimately removed by the FCC, their operations and communication links in the U.S. would be directly affected, and it could have broader implications for technology and telecommunications exchanges between China and the United States.
