面對盤查情況時應該如何應對? 分享烏克蘭的真實經驗。

上週，Jon在基輔搭地鐵時被警察攔下，要求臨檢身分。他先要求對方出示證件，但被拒絕。於是被迫進入所謂的"小黑屋"進行盤查。他把身上的護照和白卡（合法居留證）讓警察拍照，上傳後約五分鐘，警察手機傳來叮噹聲音，並告知系統已確認證件合法，可以自行離開。

Jon後來與大陸朋友聊天時發現，上個月有大陸人涉嫌販賣偽造的白卡給當地的中國人，許多人在不知情的情況下付款後仍被驅逐出境。經過舉報後，主嫌自己本身竟然也使用偽造卡，被警方抓走後準備審判。

由於這些案例的發生，Jon不禁懷疑，亞洲人在烏克蘭容易成為被調查的對象。為避免未來被密集盤查，將盡量避開搭乘地鐵。當地僑民建議出門隨身攜帶護照。在烏克蘭戰爭爆發前，有時警方會蓄意挑選外國人進行索賄行為。然而，戰爭後這樣的情況已被嚴格禁止。

大陸人的代辦留學簽證常常發生拿錢消失或是給偽造證件的情況，辦理居留申請最好透過當地律師處理。初次辦理一年期居留所有的費用約為8~9萬台幣，而隔年續簽的費用落在800美元左右。一年期的地址登記費用約為300至350美元，2024年的法令有修改，除準備簽證申請的資料以外還需提供至少半年期的房租契約。

How to deal with inspection situations? Sharing a real experience in Ukraine:

Last week, Jon was stopped by the police while taking the subway in Kyiv and was asked to present his identification. He first requested to see the officers' credentials, but was refused. He was then forced into what is known as the "little black room" for inspection. He allowed the police to take photos of his passport and residence permit (white card), and after uploading them, approximately five minutes later, a notification came through the police officer's phone confirming the legality of his documents. He was then allowed to leave.

Later, Jon discovered from chatting with his mainland Chinese friends that last month, some mainlanders were suspected of selling counterfeit residence permits to local Chinese in Ukraine, resulting in many unknowingly paying for these permits and being deported. After reports were made, it was discovered that the main suspect himself was using counterfeit documents and was arrested by the police pending trial.

As a result of these cases, Jon couldn't help but suspect that Asians in Ukraine were more likely to be investigated. To avoid being subjected to frequent inspections, he would try to avoid taking the subway. Local expatriates advised carrying passports when going out. Before the outbreak of the war in Ukraine, sometimes the police would deliberately select foreigners for bribery. However, such behavior has been strictly prohibited now.

Regarding visa services provided by mainland agents, there have been incidents of scam or counterfeit documents being provided. It's advisable to handle residence permit applications through local lawyers. The initial cost of a one-year residence permit is approximately 80,000 to 90,000 TWD, while the renewal fee for the following year is around $800 USD. The registration fee for one year is about $300 to $350 USD. In 2024, there have been amendments to the regulations, requiring at least a six-month rental contract in addition to the documents for visa applications.
