黃煜坤為香港「東方明珠集團」主席,長年活躍於金融與投資領域。案發當時,他因捲入香港相關洗錢案件,選擇來台接受醫療照護並低調養病,暫居於新北市新店區。外界普遍認為,正是其財力背景與行蹤相對固定,使其成為歹徒鎖定的目標。

2015年9月20日上午,黃煜坤如常從新店區大豐路的住處外出,未料剛離開住所不久,便遭兩名早已埋伏的男子強行拖上停靠路旁的黑色廂型車,當街擄走。整個過程迅速而粗暴,歹徒顯然事前已有周密規劃,隨即駕車逃離現場。

遭綁架後,黃煜坤被歹徒輾轉囚禁於雲林縣多處偏僻地點,包括鴨寮、廢棄KTV 等人煙稀少的建物,以躲避警方追查。歹徒隨後透過通訊方式,向其家屬與公司提出高達7,000萬港幣的勒贖要求,折合當時匯率約新台幣3億元,金額驚人,也顯示歹徒明顯是以其企業背景為主要下手依據。

案件曝光後,台灣警方立即成立專案小組,全力投入偵辦。警方透過監視器調閱、通聯紀錄分析與長時間監聽,逐步掌握歹徒行蹤。整個追查過程歷時38天,期間專案小組低調行動,避免打草驚蛇,同時以確保人質安全為最高原則。

最終在2015年10月27日深夜,警方掌握關鍵線索後,於雲林縣口湖鄉一處廢棄空屋發動攻堅行動。行動過程迅速果斷,警方成功控制現場,平安救出被囚禁多日的黃煜坤,並當場逮捕多名涉案嫌犯,案件至此正式告破。

隨後的司法審理中,該案的犯罪結構與分工也逐一被釐清。主嫌蔡文力因策畫並主導整起擄人勒贖行動,於2017年經最高法院判決,依擄人勒贖罪判處 有期徒刑12年定讞。其餘共犯則依參與程度不同,分別被判處7至9年不等的徒刑。此外,被認定為幕後策畫者之一的 甘俊松,後續在菲律賓落網,並被遣返回台接受審判,使整起案件的責任歸屬得以完整釐清。

整體而言,「黃煜坤綁架案」不僅因被害人身分顯赫、勒贖金額龐大而備受矚目,也凸顯跨境資金背景人物在台活動時所面臨的安全風險,同時展現台灣警方在長期監控、跨縣市合作與人質救援行動上的偵辦能力。該案至今仍被視為台灣刑事偵查與擄人勒贖案件的重要經典案例之一。

Due to the victim’s prominent background, the large ransom demanded, and the fact that the crime spanned multiple counties, the case attracted intense public attention in both Taiwan and Hong Kong. It is widely regarded as one of the most representative kidnapping-for-ransom cases in Taiwan in recent years.

Huang Yu-kun was the chairman of Hong Kong’s Oriental Pearl Group, a businessman long active in the financial and investment sectors. At the time of the incident, he had traveled to Taiwan for medical treatment and recuperation while being involved in a money-laundering investigation in Hong Kong. He was living discreetly in New Taipei City, and it was generally believed that his substantial wealth and relatively predictable daily routine made him a prime target for the perpetrators.

On the morning of September 20, 2015, Huang left his residence on Dafeng Road in Xindian District, New Taipei City, as usual. Shortly after departing, he was ambushed by two men who forcibly dragged him into a black van parked nearby and abducted him in broad daylight. The operation was swift and violent, indicating that the kidnappers had planned the crime in advance before fleeing the scene.

 

Following the abduction, Huang was moved between several secluded locations in Yunlin County, including a duck shed and an abandoned KTV building, in an effort to evade police detection. The kidnappers then contacted his family and company, demanding a ransom of up to HKD 70 million, equivalent to approximately NTD 300 million at the time. The staggering amount clearly reflected that the criminals had targeted him because of his corporate status and financial resources.

After the case came to light, Taiwanese police promptly established a special task force to handle the investigation. Through extensive surveillance footage review, analysis of communication records, and prolonged wiretapping, investigators gradually narrowed down the suspects’ movements. The manhunt lasted 38 days, during which the task force operated with extreme caution to avoid alerting the kidnappers, while prioritizing the safety of the hostage above all else.

Late at night on October 27, 2015, police obtained decisive intelligence and launched a raid on an abandoned house in Kouhu Township, Yunlin County. The operation was carried out swiftly and decisively. Huang Yu-kun was successfully rescued unharmed, and several suspects were arrested at the scene, bringing the case to a successful conclusion.

Subsequent court proceedings clarified the structure and division of roles within the criminal group. The principal offender, Tsai Wen-li, who planned and directed the kidnapping-for-ransom scheme, was sentenced in 2017 by the Supreme Court to 12 years in prison, a verdict that became final. Other accomplices received prison sentences ranging from 7 to 9 years, depending on their level of involvement. In addition, Kan Chun-sung, identified as one of the masterminds behind the scenes, was later arrested in the Philippines and extradited to Taiwan to stand trial, completing the accountability process for the entire case.

Overall, the Huang Yu-kun kidnapping case drew widespread attention not only because of the victim’s high-profile identity and the enormous ransom involved, but also because it highlighted the security risks faced by wealthy individuals with cross-border financial backgrounds while residing in Taiwan. At the same time, the case demonstrated the Taiwanese police’s capabilities in long-term surveillance, inter-county coordination, and hostage rescue operations. To this day, it remains a landmark example in Taiwan’s criminal investigation history involving kidnapping for ransom.
