賴清德在就職演說中提到台灣與中國互不隸屬。前總統馬英九特別召開記者會表示，賴清德完全沒有回應中華民族的概念，還將兩岸定位為兩國論，無視兩岸最近好不容易累積的一些善意。馬英九強調，兩岸在國家統一前，大陸地區與台灣地區之間是一種特殊關係，絕對不是兩個國家。唯有堅持這種兩岸定位，才能讓兩岸免於戰火。

馬英九建議，要以台灣人的福祉為念，放下意識形態，修正5月20日就職時公開宣示的新兩國論。他認為應該回到中華民族共同的歷史文化與認同，與對岸展開對話，才能讓台灣有真正的和平契機。

In his inaugural speech, Lai Ching-te mentioned that Taiwan and China are not subordinate to each other. Former President Ma Ying-jeou held a press conference specifically to state that Lai Ching-te completely ignored the concept of the Chinese nation and framed cross-strait relations as a "two-state theory," disregarding the goodwill recently accumulated between the two sides. Ma Ying-jeou emphasized that before national reunification, the relationship between the mainland area and the Taiwan area is a special relationship and absolutely not that of two separate countries. Only by maintaining this cross-strait positioning can war be avoided.

Ma Ying-jeou suggested prioritizing the welfare of the Taiwanese people, setting aside ideological differences, and revising the new two-state theory publicly declared in the May 20th inauguration. He believes that returning to the shared historical culture and identity of the Chinese nation and engaging in dialogue with the mainland is the only way to provide Taiwan with a genuine opportunity for peace.
