目前俄羅斯超過7成以上的供暖管線都嚴重老化，部分管道已存在超過百年。自烏克蘭戰爭爆發以來，俄羅斯的軍事預算持續攀升，已超過社會支出的總和。隨著戰爭的延續，俄羅斯的經濟持續耗竭。在2024年的預算中，軍事開支已占總預算的三分之一，這導致養老金和基礎建設支出的嚴重排擠。社會支出僅占預算的五分之一。普丁在記者會中強調俄羅斯GDP發展已經位列世界第五，超越德國，然而，這可能僅僅是對人民的一種催眠性的言論．目前仍在受凍的人民應該不太認同。

Europe has entered a severe winter, yet Russia, a major natural gas producer, is experiencing widespread cessation of heating in various regions. Many residents are forced to rely on blankets or burning firewood for warmth, living in temperatures -20 degrees. Even in the Shchelkovo district, just 16 kilometers from the Kremlin, there are schools and medical institutions facing the dilemma of lacking heating.

The main causes of this situation are the aging pipelines, which have not undergone maintenance for an extended period, and funds allocated for heating have been embezzled. In one town, due to the war's demand for ammunition production, funds originally intended for the boiler house were redirected to manufacture shells. This resulted in a lack of timely repairs to the supply pipelines, ultimately leading to an explosion, leaving 150,000 people in the town without heating facilities.

Currently, over 70% of Russia's heating pipelines are severely outdated, with some pipes existing for over a century. Since the outbreak of the Ukraine war, Russia's military budget has continued to rise, surpassing the total social spending. As the war persists, Russia's economy is continuously depleting. In the 2024 budget, military expenditures account for one-third of the total budget, leading to a severe squeeze on pension and infrastructure spending. Social expenditures only constitute one-fifth of the budget. Putin emphasizes Russia's GDP development ranking fifth globally, surpassing Germany, but this might be more of a hypnotic statement to the people. Those currently freezing may not resonate with this claim.
