近日，粵港澳三地警方聯合開展代號為“斷鳶行動”的專項行動，成功搗毀一個跨境操縱賣淫的犯罪集團。這一行動的背景可以追溯到2025年5月，當時澳門司警局有組織罪案調查處在新口岸區及中區一帶展開反罪惡巡查行動，重點針對涉及賣淫活動的場所進行偵查。經過數月的縝密調查，警方先後在多家酒店查獲共計10名賣淫女和6名嫖客。進一步調查顯示，這些賣淫女子均來自同一互聯網招嫖平臺，說明這一犯罪集團具備高度組織性和系統化運營模式，涉嫌通過線上平臺控制、招募並管理跨境賣淫活動。

隨著調查的深入，警方掌握了更多關於該犯罪集團的運營網路、資金流向及人員分工等關鍵證據。待時機成熟，粵港澳三地警方於10月13日上午7時發動收網行動，聯合出動大批警力，對涉案人員展開抓捕和押解。此次行動共成功拘捕120人，涵蓋犯罪集團核心成員及相關從犯，有效斬斷其跨境操縱賣淫的網路。

“斷鳶行動”不僅體現粵港澳三地警方在打擊跨境犯罪、整治社會治安方面的密切合作，也顯示出對互聯網平臺被濫用於非法活動的高度警覺。警方表示，後續將繼續追查涉案資金流向，嚴肅追究違法犯罪行為的刑事責任，並呼籲社會公眾對類似非法活動保持警惕，及時向執法機關舉報，以維護社會公共秩序和法治環境。

Recently, the police forces of Guangdong, Hong Kong, and Macau jointly launched a special operation codenamed “Operation Duanyuan”, successfully dismantling a cross-border prostitution crime syndicate. The operation traces back to May 2025, when the Organized Crime Investigation Division of the Macau Judiciary Police conducted anti-crime patrols in the Xin’kǒu’àn and Central Districts, focusing on venues suspected of prostitution activities. Over several months of careful investigation, authorities apprehended a total of 10 women involved in prostitution and 6 clients in multiple hotels. Further investigation revealed that all the women were recruited through the same online solicitation platform, indicating that the syndicate operated in a highly organized and systematic manner, using the internet to control, recruit, and manage cross-border prostitution activities.

As the investigation progressed, police gathered critical evidence regarding the criminal network’s operations, financial flows, and personnel structure. Once they deemed the timing appropriate, the Guangdong, Hong Kong, and Macau police coordinated a joint raid at 7 a.m. on October 13, deploying substantial forces to arrest and detain those involved. The operation resulted in 120 arrests, encompassing core members of the syndicate as well as accomplices, effectively dismantling the cross-border prostitution network.

“Operation Duanyuan” not only demonstrates the close cooperation of Guangdong, Hong Kong, and Macau law enforcement in tackling cross-border crime and maintaining public safety, but also highlights their vigilance against the misuse of online platforms for illegal purposes. Authorities stated that follow-up actions will focus on tracing illicit funds and pursuing criminal liability, while urging the public to remain alert and report similar illegal activities to safeguard social order and the rule of law.
