韓國政府近日宣佈，將設立一個專責國際治安事務的新部門——「國際安全合作局」，並計畫在東南亞多國增派超過30名警務人員，以加強對海外韓國公民的保護及對跨國犯罪的打擊力度。這一舉措被視為韓國近年來針對海外詐騙、人口販運與非法監禁等案件頻發所採取的最具體、最具戰略性的應對措施。

近年來，大量韓國公民因受高薪誘騙前往東南亞地區（特別是柬埔寨、菲律賓、老撾、緬甸及泰國等國）工作，卻遭遇詐騙集團控制，強迫參與電信詐騙或被限制人身自由。韓國警方指出，自2023年以來，已有數百名韓國人被非法拘禁或捲入跨境犯罪，情況尤以柬埔寨與緬甸北部為最嚴重。為應對這一情勢，韓國警方在2025年初開始強化與東南亞多國警方的情報與行動合作，近期更取得重大進展。根據官方消息，韓國警方於2025年10月底成功從柬埔寨押回64名韓籍嫌疑人，這些人被指涉入電信詐騙、非法賭博與洗錢活動，其中部分為長期滯留當地的「犯罪仲介」或「組織成員」。押解行動在韓柬兩國警方的協同下完成，被視為韓國對境外詐騙網絡「反攻」的象徵性勝利。

韓國員警廳高層在記者會上表示，新成立的「國際安全合作局」將整合海外警務聯絡官、情報分析部門與國際刑警協調中心等功能，形成一套更高效率的跨境合作體系。首批派駐的30多名警官將被分配至柬埔寨、菲律賓、泰國及越南等韓國公民活動密集地，任務包括：
一、加強與當地執法單位合作，偵辦涉及韓國人的跨境詐騙案件；
二、即時支援被害韓國公民的求助；
三、建立情報共用與遣返機制，以防止韓籍犯罪嫌疑人「潛逃海外」。

此外，韓國警方還透露，隨著海外犯罪的組織化與科技化，政府正研擬設立「全球數位詐騙情報中心」，用以追蹤利用加密貨幣、假冒金融平臺與社交媒體進行的詐騙行為。這一系列行動的背景，是韓國社會對海外詐騙受害案件的強烈關注。僅2024年至2025年間，韓國媒體就多次曝光韓國青年被以「高薪IT工作」或「客服職缺」為名誘騙至柬埔寨後遭監禁、毆打甚至被迫從事詐騙的事件，引發輿論譴責與國會質詢。民眾普遍要求政府「把在海外受困的國民接回家」，並強化與他國的警務合作。

專家指出，韓國此舉代表該國正從「被動協查」走向「主動部署」，以建立在國際犯罪防制上的實質存在感。這不僅是針對東南亞的戰略調整，也象徵韓國在全球警務合作體系中試圖扮演更積極的角色。韓國員警廳表示，未來「國際安全合作局」將持續擴充規模，並考慮在歐洲及中南美設立駐外警務聯絡點，以建立全球安全網絡，確保海外韓國人的生命與財產安全。

South Korea’s police authorities announced the establishment of a new International Security Cooperation Bureau, aimed at strengthening overseas law enforcement collaboration and protecting Korean citizens abroad. This initiative comes amid a surge in cross-border crimes involving South Koreans, especially in Southeast Asia.

According to the police, more than 30 officers will be dispatched to Southeast Asian countries, including Cambodia, Thailand, Vietnam, and the Philippines. These officers will work closely with local law enforcement agencies to combat crimes such as online fraud, human trafficking, and illegal gambling, many of which have targeted or involved South Korean nationals.

This new bureau will serve as a central hub for coordinating international investigations, extraditions, and repatriations. The move follows a major operation in which 64 South Korean suspects were recently extradited from Cambodia after being involved in large-scale online scam networks that defrauded victims back in South Korea.

Officials stated that the bureau’s creation reflects the government’s determination to protect its citizens overseas and enhance its global policing network. The initiative also signifies closer cooperation between South Korea and Southeast Asian countries in addressing the growing issue of transnational cybercrime and human exploitation rings operating in the region.
