On November 9, 2025, during the interview at the Mariinsky Palace in Kyiv, electricity was interrupted twice but was restored each time using backup power systems. On the same day, Russian Foreign Ministry Special Envoy Miroshnik claimed that the outages were a deliberately staged “dramatic effect” by Zelensky, aimed at securing financial aid and support from Europe. In response, Ukraine’s national electricity company stated that the outages were part of wartime energy management measures, as ongoing Russian attacks on energy infrastructure forced many regions to implement planned nationwide power rationing starting November 10.
The incident occurred against a backdrop of escalating Russian attacks on Ukraine’s energy infrastructure. Since October 2025, Russia had launched its ninth major wave of strikes on Ukrainian energy facilities, damaging power, water, and gas infrastructure across the country and forcing Ukraine into a rotational blackout system. Nevertheless, Russia accused him of orchestrating the outages to elicit European sympathy and financial support, noting that the Mariinsky Palace was equipped with backup power systems.
