歐盟將用俄羅斯凍結資產向烏克蘭提供1400億歐元貸款,烏克蘭並宣布今年不會再與俄羅斯進行談判
當地時間11月12日,加拿大外長阿南德宣布,加拿大對俄羅斯實施新一輪制裁。此次制裁名單涵蓋13名個人和11個實體,其中包括參與俄羅斯無人機項目研發與部署的相關人員、為網絡攻擊提供基礎設施的組織、多家俄羅斯液化天然氣企業,以及所謂的影子艦隊100艘船隻。對此,俄方尚未作出回應。
同日,法國經濟與財政部長羅蘭·萊斯屈爾在布魯塞爾出席歐元區財長會時表示,針對歐盟委員會提出的利用俄羅斯凍結資產向烏克蘭提供1400億歐元貸款的方案,各國已就如何儘快啟動計畫達成共識,但在實施層面仍存在一些技術細節需解決。歐盟將於11月13日繼續討論支持烏克蘭的財政途徑與機制。
在軍事方面,俄羅斯國防部通報稱,從11日23時至12日7時,俄軍防空部隊在包括羅斯托夫州、布良斯克州和莫斯科州等多地,成功攔截並摧毀22架烏克蘭無人機。此外,俄斯塔夫羅波爾邊疆區行政長官弗拉基米羅夫表示,當天防空部隊在布琼諾夫斯克地區攔截的一架無人機殘骸墜入工業區,引發火災,但未造成人員傷亡。烏克蘭武裝部隊總參謀部則報告,截至12日上午8時,前線過去一天共發生217次戰鬥,烏軍在波克羅夫斯克等方向擊退俄軍進攻,並摧毀俄軍裝甲車、多管火箭炮系統及防空系統等裝備。
外交層面,俄羅斯外交部發言人扎哈羅娃指出,烏克蘭停止與俄談判,顯示其缺乏達成和平的意願。同時,烏方破壞雙方達成的最新俘虜交換協議,應交換的1200名人員中,已完成交換的不足30%。烏克蘭外交部第一副部長基斯利察表示,今年俄烏多輪和平談判均未取得實質性進展,相關對話已全面停止,年底前不會再進行新的談判。此次制裁、軍事對抗以及外交談判停滯,反映出俄烏局勢的持續緊張,也揭示歐盟在援助烏克蘭方面面臨的外交與安全挑戰。
On November 12, Canadian Foreign Minister Anand announced a new round of sanctions against Russia. The sanctions target 13 individuals and 11 entities, including personnel involved in the development and deployment of Russian drone projects, organizations providing infrastructure for cyberattacks, several Russian liquefied natural gas companies, and 100 vessels from Russia’s so-called shadow fleet. Russia has not yet responded to the sanctions.
On the same day, French Minister of Economy and Finance, Roland Lescure, attending the Eurozone Finance Ministers’ meeting in Brussels, stated that EU member states have reached a consensus on quickly implementing the European Commission’s proposal to use frozen Russian assets to provide €140 billion in loans to Ukraine. However, technical issues at the implementation level remain unresolved. The EU will continue discussions on November 13 regarding financial support mechanisms for Ukraine.
On the military front, the Russian Ministry of Defense reported that from 11:00 PM on November 11 to 7:00 AM on November 12, Russian air defense forces intercepted and destroyed 22 Ukrainian drones across multiple regions, including Rostov, Bryansk, and Moscow Oblasts. Additionally, Stavropol Krai Governor Vladimirov reported that one drone intercepted over Budyonnovsk crashed into an industrial area, causing a fire but no casualties. Meanwhile, the Ukrainian Armed Forces General Staff reported that as of 8:00 AM on November 12, 217 clashes had occurred on the frontlines in the past 24 hours. Ukrainian forces repelled Russian attacks in the Pokrovsk direction and destroyed Russian armored vehicles, multiple rocket launchers, and air defense systems.
In terms of diplomacy, Russian Foreign Ministry spokesperson Maria Zakharova stated that Ukraine’s suspension of negotiations demonstrates a lack of willingness to achieve peace. Ukraine also disrupted the latest prisoner exchange agreement, with fewer than 30% of the 1,200 prisoners planned for exchange actually swapped. Ukrainian First Deputy Foreign Minister Kyslytsia noted that multiple rounds of peace talks this year yielded no substantive progress, and no new negotiations will take place before the end of the year.
The sanctions, ongoing military engagements, and the halt of diplomatic talks underscore the continuing tensions between Russia and Ukraine and reveal the diplomatic and security challenges the EU faces in supporting Ukraine.
