中國網路遊戲管理辦法(草案)讓遊戲業者涼涼了嗎
12月22日上午,中國新聞出版署正式發佈《網路遊戲管理辦法(草案)》的徵求意見通知。意見稿中的第18條明確指出,遊戲公司不得設置每日登錄、首次充值、連續充值等誘導性獎勵,也不可透過炒作、拍賣等方式提供或容忍虛擬道具的高價交易行為。對於任何不理性的消費產生,廠商應該有相應的訊息警示。
意見稿中進一步提到,在提供隨機抽取服務時,網路遊戲商應合理設置抽取次數和概率,不得誘導玩家過度消費。同時,應為使用者提供其他方式,如虛擬道具兌換、使用網路遊戲幣直接購買等,以獲得相同性能的虛擬道具和增值服務。
消息發佈後,港股騰訊控股和網易股價紛紛下跌,騰訊控股收盤跌7.17%,網易收盤跌12.18%。心動公司、中手遊、嗶哩嗶哩等相關公司股價也下跌超過5%。
值得注意的是,手機遊戲要取得上架批號不容易,這次又要被監管,且管理的力道前所未有,從發行到虛擬幣等機制無一倖免。在發行層面的嚴格,遊戲公司只能囤積版號,即便時間有效只有一年,還不允許內測偷跑,而內測最多人數只能有兩萬玩家,測完就要馬上刪除檔案。
現在還限制不能每天登入,手機儲值跟連續充值這些誘導獎勵也不能讓玩家強制戰鬥,以後再也看不到有玩家被一堆敵人追殺的狀況。隨機抽獎需要設置可以直接購買的選項,讓玩家能夠直接購買想要的道具,而不必透過抽獎。
對於影響最深的遊戲虛擬幣,意見稿提到,應該使用數位人民幣錢包,且同一家企業不能同時從事遊戲虛擬幣的發行和交易服務。這些措施將對大型網遊公司造成巨大傷害,消費部分還設置充值的上限額度,將原本限制的未成年的族群提升到所有的玩家都適用。
遊戲之所以吸引人主要脫離不開幾個要素,包括1.及時獎勵,給玩家容易達標的任務,每次完成後能夠領取獎勵,透過逐漸變強來獲得虛擬世界中的成就感。2.概率機制是最賺錢的模式之一,有許多有錢玩家為拿到作弊道具會紛紛開始50或100連抽。3.開放市場的完全開放道具交易和遊戲弊的交易會讓玩家體驗上升,有部分玩家還透過入侵系統或是長時間遊玩取得稀有寶物販售獲利,不過這些機制也被管理措施所影響。
On the morning of December 22, the Chinese National Press and Publication Administration officially released a notice seeking opinions on the "Online Game Management Measures (Draft)." Article 18 of the draft clearly states that game companies are not allowed to set inducement rewards such as daily logins, first-time recharges, and consecutive recharges. Additionally, they are prohibited from providing or tolerating high-priced transactions of virtual items through means like speculation and auctions. For any irrational consumption, the companies should provide corresponding warning messages.
The draft further specifies that when providing random draw services, online game companies should reasonably set the number of draws and probabilities, preventing the inducement of excessive spending by players. Furthermore, alternative methods for users to obtain virtual items with similar functionality, such as item exchange and direct purchase using in-game currency, should be provided.
After the announcement, the stock prices of Tencent Holdings and NetEase in the Hong Kong stock market experienced declines, with Tencent Holdings closing down 7.17% and NetEase closing down 12.18%. Stocks of related companies such as XD Inc., China Mobile Games and Entertainment Group, and Bilibili also fell by more than 5%.
It is worth noting that obtaining approval for mobile games to go online is already challenging, and with the increased regulatory scrutiny, the management measures are more stringent than ever. From the issuance to virtual currency mechanisms, no aspect is exempt. Strict measures at the issuance level mean that game companies can only accumulate version numbers. Even with a validity period of only one year, internal testing cannot involve more than twenty thousand players, and the files must be deleted immediately after testing.
