根據烏克蘭國家新聞社(UNN)11月26日的報導,烏克蘭教育與科學部副部長米哈伊爾·文尼茨基宣布,2024年4月至8月期間,全國大學共計開除23,448名學生。此次清查行動旨在解決學術表現不佳、虛假入學以及逃避兵役相關的腐敗問題,以提升教育品質並維護法治精神。

文尼茨基在社交媒體平台臉書上發文指出,被開除的學生皆為30歲以上男性,主要因學術表現未達標準或曠課過多。其中,5,805名學生是由烏克蘭國家教育品質服務局巡查後直接開除的,其餘則由各大學內部檢查後決定。

文尼茨基特別提到,這些被開除的學生中,許多人並非真正出於學術目的而入學,而是利用學生身份規避包括服兵役在內的法定義務。這種現象表明,教育體系內的漏洞已被不法分子和部分學生用作逃避責任的工具。

根據國家教育品質服務局的調查結果,烏克蘭國家員警局目前已對多所大學的相關官員啟動8起刑事調查。雖然目前正式立案的案件僅有8起,但文尼茨基預測,隨著進一步調查,類似案件的數量可能會顯著增加。為打擊部分男性藉入學逃避兵役的現象,烏克蘭教育與科學部近期撤銷多所大學的辦學許可。這些學校被查出超額招收學生,特別是服兵役年齡段的30歲以上男性,有些甚至公然收取費用,以「協助逃避兵役」為招攬手段。涉事學校主要分佈在扎波羅熱、烏日霍羅德、尼古拉耶夫和利沃夫等城市。

文尼茨基強調,教育與科學部將繼續對不法行為保持高壓態勢,致力於打擊學術欺詐和教育腐敗,以維護烏克蘭高等教育的公信力。此次大規模學生清退與對涉事機構的懲處,顯示出烏克蘭政府整頓教育體系、打擊腐敗行為的堅定決心。這場行動不僅對濫用教育資源的行為形成震懾,也向社會釋放出維護公平、透明和誠信教育環境的重要信號。隨著更多調查結果浮現,這一系列舉措預計將推動烏克蘭高等教育邁向更高品質的發展,同時讓濫用行為難以立足,進一步鞏固教育與社會的法治基礎。

Ukrainian Universities Expel Over 23,000 Students to Combat Corruption and Draft Evasion

According to a report by the Ukrainian National News Agency (UNN) on November 26, Ukraine’s Deputy Minister of Education and Science, Mykhailo Vynnytskyi, announced that between April and August 2024, universities across the country expelled a total of 23,448 students. This initiative aimed to address issues related to poor academic performance, fraudulent admissions, and corruption associated with draft evasion, thereby improving educational quality and upholding the rule of law.

In a Facebook post, Vynnytskyi revealed that all expelled students were males aged 30 and above. The primary reasons for expulsion were inadequate academic performance or excessive absenteeism. Of the expelled students, 5,805 were directly removed based on inspections conducted by the State Service of Education Quality of Ukraine, while the remaining expulsions resulted from internal reviews by individual universities.

Vynnytskyi emphasized that many of these students did not enroll for genuine academic purposes but instead exploited their student status to avoid fulfilling legal obligations, including military service. This phenomenon highlights systemic loopholes within the educational framework that have been exploited by some students and unscrupulous entities to shirk responsibilities.

Based on findings from the State Service of Education Quality, Ukraine’s National Police has initiated eight criminal investigations against university officials implicated in corrupt practices. While the current number of formally initiated cases stands at eight, Vynnytskyi predicted that the actual number of such cases could significantly increase as further investigations unfold.

 

To tackle the issue of male citizens using university enrollment to evade military service, the Ministry of Education and Science recently revoked the licenses of several universities. These institutions were found to have exceeded their approved enrollment quotas, particularly by admitting large numbers of male students aged 30 and above, with some openly charging fees for facilitating “draft evasion enrollment.” The implicated universities are located in cities such as Zaporizhzhia, Uzhhorod, Mykolaiv, and Lviv.

Vynnytskyi reiterated that the Ministry of Education and Science will maintain its stringent stance against illegal practices, aiming to combat academic fraud and corruption while preserving the integrity of Ukraine’s higher education system.

This large-scale expulsion of students and punitive measures against implicated institutions underscore the Ukrainian government’s commitment to reforming the education sector and combating corruption. This campaign not only serves as a deterrent against the misuse of educational resources but also sends a strong message about the importance of maintaining fairness, transparency, and integrity within the educational environment.

As more investigative results emerge, these measures are expected to pave the way for higher standards in Ukrainian higher education, making it increasingly difficult for fraudulent activities to persist. In doing so, they also reinforce the legal and ethical foundations of both the educational and broader social systems.
